Millennium Development Council for World Potential Energy Development and Resources Integration
 
By-laws
 
Chapter One   General Programme
 
I. Millennium Development Council for World Potential Energy Development and Resources Integration (hereinafter short for “MDCWP&R”) is an international not-for-profit organizition based in Rome, Italy. It is a secondary agency of DEVNET International with Consultant CategoryIof the Economic and Social Council (ECOSOC) of the United Nations when established on December 26, 2010 in compliance with the legal procedures of DEVNET International and relevant international rules of conventional practice. MDCWP&R sets up bylaws, organization structure, logo, official stamp, document paper, approves the relevant documents according to prescribed procedures and carries out the independent accounting. DEVNET is the global technology, economy and trade system jointly founded by UNDP and UNFSTD in accordance with UNFSTD、PROSECT、INT/83-T01 Reslution in 1985 with the aim to promote trade exchange, technology transfer and economic cooperation between developing and developed countries. China is one of the earliest member countries of DEVNET.
II. Members of MDCWP&R must seriously obey the relevant laws and regulations in their countries and regions and the members should carry out the work on the basis of the principles of equal, voluntariness, mutual respect, mutual understanding and active consultation, respect for science, focusing on the development of potential energy and resources integration, and it belongs to a voluntary cooperative development of public nature. Participating members or units should cordially work for the Council to facilitate the smooth development and create good conditions for the Council’s advancement. The Council’s relative independence is the principles of establishment of the Council, which is also a permanent public agency of DEVNET (International Development Informaiton Networks Association). Addition to its own construction and development, the Council will actively support, participate in and promote the potential energy development and contribute to a more scientific and effective cooperation in global resources and potential technical education and training and other related work. The Council aims to establish a rapid, efficient, scientific development of potential energy and integration of resources cooperative mechanism through building up the communicaitons and collaborations with state institutes, enterprises, government departments and communities to meet the needs of energy and environmental protection and the harmonious development of mankind process. The development of potential energy and resources integration are the two parallel hearts of MDCWP&R and praise and honor in the resources integration refers to the articles of potential energy development.
III. Missions of MDCWP&R:
R & D of Potential Energy / Promoting Potential Energy / Popularizing Potential Energy / Boosting the scientific highly-efficient cooperation of global resources
Centering around the Millennium Development Goals of the United Nations, the Council puts scientific development views into practice for contributing to R & D of potential energy through helping mutual communications so as to strengthen the development of enery and technology as well as economic cooperation in each country pursuant to the ideas put forward by the United Nations agencies and we are dedicated to making efforts for the sustainable development of human energy and environment, which will create potential energy industry chains and intrigue the industrial revolution of potential energy. MDCWP&R neither goes with any political trend nor involves itself any religious activities or ethnic affairs and members of MDCWP&R are forbidden under the banner of the Council to be engaged with any political doings, religious activities and ethnic affairs otherwise all doings are attributed to personal behaviors of guilty party and they have nothing to do with MDCWP&R. MDCWP&R together with its members should merely be involved with scientific R & D of potential energy and resources intergation and make contributions to the human energy and evironment protection.
IV. Based in Rome, Italy, MDCWP&R sets up the secretariat in China and MDCWP&R Affairs General Office is founded in Beijing as an executing agency of R & D of potential energy. The branch offices of Potential Energy Development and Resources Integration will be founded one after the other in Thailand, Singapore, New Zeland, Pakistan, Africa, Japan, India, Canada, United States, Russia, France, United Kingdom, Germany, Italy, Australia, Switzerland, Sweden, P. R. Korea, Ireland, South Korea, Hong Kong, Macau, Taiwan and Chinese provinces. MDCWP&R will successively establish the branch offices of Potential Energy Development and Resources Integration, special committees, research institutes or offices in cities according to how the Council is getting with the work. MDCWP&R should try its best to offer support from financial and material resources for potential energy development and resources integration through various legal channels so that work tasks and goals of various kinds can be accomplished, which will make the Council have dual functions between R & D of potential energy and training of senior professional personnel, stand out in the global research institutes of the kind at the aspects of quality level and characteristics, be of much influence in the interntional community and be the only public environment-friendly organization for potential energy development and resources integration.
MDCWP&R should actively organize relevant companies and coordinate all walks of society within the framework of DEVNET International to be involved in the process of resources integration and launch the international exchange, building of human resources, popularization of potential energy and theoretical research as well as industrialization in companies and enterprises. Members of MDCWP&R should accordingly undertake the duties while sharing all rights.
 
Chapter Two   Responsibility
 
I. MDCWP&R’s responsibilities:
(1) R & D of Potential Energy / Promoting Potential Energy / Popularizing Potential Energy / Boosting the scientific highly-efficient cooperation of global resources
Centering around the Millennium Development Goals of the United Nations the Council puts scientific development views into practice for contributing to R & D of potential energy through helping mutual communications so as to strengthen the development of enery and technology as well as economic cooperation in each country pursuant to the ideas put forward by the United Nations agencies and we are dedicated to making efforts for the sustainable development of human energy and environment, which will create potential energy industry chains and intrigue the industrial revolution of potential energy.
(2) To launch the exchange and collaboration with relevant international organizaitons and host the grand international potential energy conference and exposition for potential energy machines.
(3) To examine R & D results of potential energy and potential energy machines; the general shceme and major research projects related to potential energy development as well as productions should be evaluated, tested and monitered by the Council, who also will invite specialisits or authoritative institutions to come for approval.
(4) To collect, collate and disseminate the information on R & D of potential energy, undertake the evaluation and feasibility studies on potential energy technology and relevant cooperations; organize potential energy machine technology and business negotiations and communications, set up potential energy group corporation, potential energy R & D institutions and potential energy industrial park as wel as industrial chains.
(5) To undertake the authorized or assigned work related to R & D of potential enrgy and its applications of resources integration.
(6) To gather resources, integrate resources, put resources into application; based on the framework of the UN Millennium Development Goals, MDCWP & R encourages members to make the exchanges and cooperations with a variety of resources; to build a global social and economic international high-end resources platform and expand the sustainable development space.
 
Chapter Three   Individual Members and Group Members of MDCWP&R
 
I. Members of MDCWP&R consist of international organizations, national council members, government services, group members, community members and company members, and the Council does not accept the ones or companies with obvious political or religious extremist tendency:
(1) The countries related to the development and integration of resources of potential energy, upon approval, can be national council members.
(2) The regional government services related to the development and integration of resources of potential energy, upon approval, can be regional council members.
(3) Groups related to the development and integration of resources of potential energy, upon approval, can be group members.
(4) Companies or enterprises related to the development and integration of resources of potential energy, upon approval, can be company members.
(5) Indiciduals with all rights of individual citizens interested in the development and integration of resources of potential energy can be individual members upon Director’s approval of their applications recommended by sponsors.
II. Members of MDCWP & R enjoy the following rights:
(1) Rights of the voting, to elect and be elected.
(2) Rights of suggestion and supervision on the work of MDCWP & R.
(3) Enjoy priority to participate in the related activities of MDCWP & R.
(4) Enjoy priority to get services of MDCWP & R.
(5) Members can use the logo, emblem and related words of MDCWP & R upon the written approval.
III. Members of MDCWP & Rshould do the following duties:
(1) Comply with MDCWP & R’s rules and regulations.
(2) Support and undertake the commissioned work by MDCWP & R.
(3) Pay dues.
 
Chapter Four   Organization
 
I. MDCWP & R’s highest authority belongs to the Council, and important matters are subject to Council approval; MDCWP & R is responsible for making policies, management, R & D of potential energy technology, invention of potential energy machines, protecting the core intellectual property rights of potential energy machines, promoting the effective cooperative development of various resources, organizing potential energy machine technology and business negotiations and communications, and setting up potential energy group corporation, potential energy R & D institutions and potential energy industrial park as wel as industrial chains. Chairman, vice-chairperson and the general office are responsible for carrying out or implementing decisions made by MDCWP&R. The letter of appointment issued by DEVNET International based in Rome on December 26th reads that DEVNET International appointsMr. Li Zhaolong as Director(Chairman or President) and Secretary General of MDCWP&R, Mr. Tao Jinghua as Executive Director, with permanent tenure in charge of all business of MDCWP&R.
II. MDCWP & R has 39 Deputy Directors (vice-chairpersons or vice-presidents), 99 executive individual councilpersons of the Council, 199 executive units of the Council, 299 unit members, 399 councilpersons. The term of office shall be five years and may be renewed; the Secretariat of the Council has one Secretary General, 19 Deputy Secretary-Generals; the Council sets up a General Office of MDCWP & R as the executing agency. The General Office has one Director-General, 6 Standing Deputy Directors, and 33 Deputy Directors. The branch central office in the national territory has one Director, 6 Deputy Directors; the regional branch office in a provincial city and other area has one director and 6 deputy directors; the above offices may accordingly has one Secretary-General and 6 Deputy Secretary-General. The branch office under the regional office may have 8 commissioners, 59 senior members, 300 intermediate members, 500 ordinary members. MDCWP & R may establish special committees or temporary institutions as needed. MDCWP & R is not responsible for the duties of all members. Ordinary members and above are the public nature, and require to pay different dues at different ranks. All levels of offices may recruit staff according to the local economic state and business development. Staff does not pay dues. In addition, MDCP & R may set up Technology Property Affairs Office, Network File Affairs Office, Interest and Right Protection Affairs Office, Register Propaganda Affairs Office, Potential Energy Development Affairs Office, Resources Integration Affairs Office, Human Resources Affairs Office, Investigation on Rewards and Punishments Affairs Office, Protocol Services Affairs Office, Internal Guard Affairs Office, Finance Budget Affairs Office (1. authorized strength submits to the Management Committee, Executive Committee and the budget proposal of Annual General Conference; 2. It’s to collect dues and contributions in charge of all income and expenditure account and capital account balance; 3. It’s to report the financial management to the Management Committee, Executive Committee and Annual General Conference; 4. It has the right to sign contracts and agreements in principle upon approval of the Executive Committee; 5. Accounts submitted to the Annual General Meeting should be externally audited by an accountant assigned by the Annual General Conference). The offices under Property Affaris Office may correspondingly establish the Centre and Department of Business, R & D Institute of Potential Energy and branch institutes such as ×× (name of a country) MDCWP & R Technology Property Centre, MDCWP & R Potential Energy Research Institute, Technology Ownership Firms, etc. The offices’ job duties, organizational structure and operation of the procedures should approved by the Council before implementation. The directors of branch offices should be appointed by the Council and Director General. The one who expires 5-year term of office can be transferred to other position. Specific transfer methods are decided by the Council. The positions under Deputy Director may be appointed by Director in each branch office and report to the Council for the record is obligatory.
III. Chairman’s Responsibilities:
(1) Master the development of potential energy of the Council, chair the Annual General Conference; sign resolutions made in the conference; check the implementation of resolutions and election; improve the systems of the Council; appoint President (Chairman) and General Office’s Director General; nominate the candidates of Vice-Chairman, Deputy Director, Councilperson, Secretary-General, Deputy Secretary-General, Deputy Director General of General Office, Director of Central Affairs Office and Director of Branch Affairs Office; independent rights to revoke the positions of vice-president and below; the councilperson elected by members will not continue to work; the councilperson elected by members is canceled of membership; criminal penalties due to crime; public censure by the Council in violation of By-laws; 2 or more accrued absence in the Council meeting  in the year; serious damage to the reputation and image of the Council; unable to perform the duties and obligations of members; do not pay dues on time.
(2) Supervise the middle, long-term projects and decisions that will help to achieve organizational objectives, and promote the interests of the organization;
(3) Exercise other duties entrusted by the Council and other rights granted by the By-laws. All technology properties and other property interests come from the founder, first chairman of the Council, who both has ownership and all the right to dispose of all technology properties and other property interests.
IV. MDCWP & R / Councilperson / Secretary General / Director of Affairs Office
(1) MDCWP & R was established based on the principles of equal consultation and voluntary participation. Members come from those who are fully enthusiastic to MDCWP & R’s work, willing engaged in the work, to provide a certain amount of contributions, materials or other support for the development of MDCWP & R, interested in the common development of potential energy including enterprises and other institutions in each country, government departments, universities, research institutions, social organizations and individuals. The selected candidates are entitled with the membership of MDCWP & R and can have a seat on the Council. MDCWP & R’s working languages ​​are English and Chinese. In order to encourage multilingual, the annual General Conference may use more of the working language if additional costs are borne by the beneficiary member. Regional Affairs Branch Office may choose to use other working language, but to communicate with MDCWP & R’s Secretary-General should use English or Chinese.
(2) Gifts, Grants and Subsidies. MDCWP & R may accept from Members or any public or private institutions and individuals gifts, grants and subsidies, as long as they do not undermine the autonomy of the organization. Whether to accept contributions is subject to the decision made by Secretary-General, Director of Finance Budget Affairs Office, Director of Law Affairs Firms and some contributions not agreed by the three of them should be submitted to the Interim Council Meeting or the Annual General Conference for a further discussion by Secretary-General.  
(3) Secretary-General is responsible for all official publicaitons including both print and electronic and contact networks.     (4) The units or individuals with membership of the Council may become councilperson candidates represented by the legal representatives or recommended by the legal representatives. Candidates may be the Councilperson members or unit members upon approval by MDCWP&R. The Council should be informed in writing if the representative of a unit member must be replaced for any reason, and it shall make a re-confirmation according to prescribed procedures. Domestic and foreign celebrities, experts and scholars are always welcome to serve as the Councilpersons.
(5) DEVNET, Jiangyin Xiaokang New Energy Technology Co., Ltd. Hong Kong MEDIACY Company, Mr. Lizhao Long, and Mr. Tao Jinghua are the original planners, organizers and founders, who, of course, are permanent members of the Council, and their recommended representatives are members of the Council; Xiaokang Potential Energy Research Institute is an original member of the Council, whose recommended can be members of the Council; Development Promotion Center of Chinese Urban and Rural Well-off is an original member, whose recommended could be members of the Council. The representatives recommended by the following units are members of the Council such as International Development Information Networks, ICLEI, United Nations Disaster Relief Office, relevant United Nations agencyies, the Thai-Chinese Friendship Association, Research Association on Urban and Rural Development, The New Economic Center, The National Investigation Office on China’s Special Premium Economy of Top 100 Counties, Chinese Artists Center, persons in charge of online media; the ones are members, who are recommended by national academy of science in each country, winners of national scientific gold medal, Nobel Laureates, Top 500 of the world, Top 500 of China, Italian Cities like Milan, Rome, Jiangyin City, China, Gold Award Winners of Shanghai World Expo 2010, and Secretary General of Bureau of Shanghai World Expo Coordination and above. The representatives recommended by founding members have the priority to become candidates of Councilpersons upon approval of their applications. The individual who is a founding member can apply for an executive director.
(6) Director of Branch Affairs Office is the legal representaive, whose term of office lasts five years and can serve for another term of office. Responsibilities are as follows:
6.1 Appoint Deputy Director and the executive agency heads, to oversee how staff implemen the bylaws and the daily business and operation management; convene an assembly, report to the Assembly, carry out resolutions; comply with the bylaws and working discipline;
6.2 Responsible for all meeting’s coordination and organization including the Council Conference;
6.3 Responsible for performing the decisions made by the Council, punishing illegal, and suggesting to the Council on amending proposals;
6.4 Responsible for preparing the annual work report and the annual budget report, proposing the development plan and drafting annual work program;
6.5 Determine the internal institutional structure and functions, and examine the working rules and regulations, and supervise their implementation; in charge of external cooperation;
(7) Approve the establishment of branch office’s departments; responsible for financing and operation;
(8) Responsible for drafting or amending rules and regulations;
(9) Determine registered candidates and supervise their work, responsible for the recruitment, withdrawal of members, daily contacts and other related services;
(10) Attend meetings of the Council; responsible for providing resources for the annual conferences, seminars and other special meetings; Services should be offered each year no less than 100 hours;
(11) Provide resources to members and other partners for cooperations; members may be differentiated pursuant to holding Sun Diamond Cards, Moon Platinum Cards, Star Gold Card when conditions are ripe;
(12) Responsible for a working network and information center of global potential energy development;
(13) Serve the special committee under the Council to fulfill its due responsibilities and obligations; responsible for other matters entrusted by the Council;
(14) Procedures of Council Conference or Meeting:
14.1 The conference or meeting is convened, chaired by Director General, and executive director or vice president to convene and chair if Director General is absent from the meeting. Director General exercises authority as above.
14.2 In principle, the regular meetings are held respectively in the first Friday in March and in September and regular meetings should be held at least twice in each year.
    14.3 The interim meeting should be convened when one of the following circumstances happens:
    President, vice president proposes; more than five councilpersons jointly propose, and president’s consent;
     14.4 The council meeting can be held if more than one fifth of the councilpersons are present. The councilperson, who can not participate because of the official business, may authorize a commissioner and above in writing to exercise voting.
     14.5 The decisions or resolutions shall be voted through a secret ballot by all participating members in the meeting and valid upon approval of Director General and more than a half of councilperspns’ voting.
    14.6 The Secretariat is responsible for preparing relevant materials and meeting minutes, informing councilpersons by e-mail, speaking, and written notice 20 days in advance before holding the meeting and describing the meeting subjects and agenda.
    14.7 The councilpersons should be notified three days in advance if the Council’s regular meeting takes any temporary changes.
    14.8 Voting is one vote per person for ordinary councilpersons, and the founding individuals and units have 2 votes per person. The document of Council’s resolutions should be issued within 7 days in the form of “MDCWP & R No.:” to the Branch Affairs Offices for an implementation, except in exceptional circumstances.
14.9 Members and councilpersons attend the annual conference, council meeting or may participate in the delegation of any other institutions at their own expense.
 
Chapter Five   Finance
 
I. Financial Independence: MDCWP & R possesses its own technology property rights and other assets, and each branch affairs office may establish a company, group, research institute or other department with an independent economic accounting and legal status according to the business needs.
II. Sources of funding:
(1) Cooperation and sponsorship fees for R & D of potential energy, intellectual property rights’ transfer of potential enegy technology and industrial profits of potential energy machines;
(2) Revenues from potential energy development and resources integration services;
(3) Donations;
(4) Financial aid from government-funded communities;
(5) Dues.
The payment of dues: A. Honorary, invited members and staff donot have to pay dues. B. General membership to the chairman pays the U.S. $10-100 per year. C. Fees of unit members shall negotiate. D. Dues will not cover the shortage or refund if one who paid the dues more than one year is promoted. The pay ceiling is 10 years. China Merchants Bank and Construction Bank of China are regulated as MDCWP & R’s statutory dues bank. Members shall promptly notify MDCWP & R by e-mail or phone when dues are paid, and The Secretariat and financial staff shall provide electronic records or documentary evidences. Dues are mainly used for the Council’s daily office, meetings, activities and media in support of MDCWP & R. Members join and exit the Council based on voluntary principles, and the ones who donot continue the payment of dues in three months after the expiration will resign voluntarily. The time of paying dues is January and July each year.
(6) Other Legitimate Income
III. Government sectors and social organizations are not responsible for the obligations of MDCWP & R and vice versa.
 
Chapter Six   Amendments and Supplements to Bylaws
 
The amendments and supplements to the bylaws proposed by Chairman will come into force after more than one third of members vote with approval by Chairman. The amendments and supplements should be forward-looking, scientific, practical, and easy to carry out and in compliance with the law.
 
Chapter Seven   Rights and Interests of Unit Members and All Members
 
The Councilpersons and all members enjoy the following rights and interests:
1. MDCWP & R shall provide councilpersons for the following comprehensive services: information exchange, business and image promotion, conference activities, promotion, building advertising and marketing channels, e-commerce, Internet marketing, public relations, event co-organization, etc; promote the rapid, healthy development of new potential energy and renewable energy industry; make use of comprehensive resources like websites, magazines to reflect the industry’s latest development.
2. MDCWP & R shall mobilize efforts to expand unit members’ influence in the international arena, and offer the Internet marketing, media coverage, promotion of business and image and other integrated paid services by means of MDCWP & R’s Web site and its online media platform.
3. MDCWP & R will organize an online media platform to publish a colored promotion as needed.
4. Council units and individual names shall be publicized on the online media platform according to organizational needs.
5. The enterprises may take VIP memberships at online media website of MDCWP & R as needed, and enjoy the appropriate treatment for one year.
6. MDCWP & R, if necessary, will issue to council units and individuals honorary certificates, plaques or the relevant awards.
7. The standing council units enjoy the following rights in addition to the rights of unit members to enjoy:
MDCWP & R shall publicize the logos of standing council units for one year at the online media platform. Their meetings and promotional activities will be co-organized and fully coverd at the online media platform and releasing news and professional articles has the top priority.
8. Vice Director General’s units enjoy the following rights in addition to enjoying the rights of standing units and unit members:
MDCWP & R may design the home page at the online media platform for Vice Director General’s companies, including name, address, telephone, services and other basic information.
9. Members who voluntarily make the donations to R & D expenditures will be awarded the actual number of shares as donated, and can also be given the equivalent rewards of six times or written agreements when economic conditions permit.
10. The ones who promoted the success of the project will be given a 20% discount of the market price.
11. The one who introduced sponsors to donate will be given 20% of the donation number of shares or other incentives. That is, if a member introduced funds of 1 million RMB, the one will have 200, 000 shares of the project (total shares are subject to the assessment or signing the contract) when the project of potential energy development succeeds (regardless of any project, counting the first success or the optimal project). Also, if economic conditions permit, the one will receive a one-time award of 200, 000 RMB, and another 20, 000 shares as mentioned above. The Council has the authority of interpretation.
12. Whoever successfully recommended collaborative R & D funding, can be properly rewarded refering to the above terms and specific conditions. The commissioners and above will be rewarded when conditions permit. Whatever the introduction of collaborative R & D funds or donations should be conscious acts, investors should be clearly informed to take the investment risk independently; this council will not bear the investment risk.
13. Whoever contributes to the development of MDCWP & R shall be recorded by the Secretariat, the Protocol Office and the Finance Office and rewared when conditions permit. MDCWP & R may first issue written evidences for honoring the rewards in the future. Documents shall specify the subject, department’s views concerned, etc., signed and sealed by Director General. The directors of branch offices may issue the certification documents that have to be recorded for ordinary achievements.
14. The ones who made outstanding contributions to the Council should be rewarded at the Annual Award Conference. The prize is subject to the finance. Honors set as follows:
MDCWP & R Special Feat: 308g pure gold medals;
MDCWP & R First Feat: 208g pure gold medals;
MDCWP & R Second Feat: 108g pure gold medals;
MDCWP & R Third Feat: 88g pure gold medals;
MDCWP & R First-class Performance Award: 58g pure gold medals;
MDCWP & R Second-class Performance Award: 38g pure gold medals;
MDCWP & R Third-class Performance Award: 28g pure gold medals;
MDCWP & R Commendation: 18g pure gold medals and meeting praises count 9 levels. The ones above MDCWP & R Second Feat should be praised and material rewards after MDCWP & R develops from strength to strength. Material rewards can be extended when conditions are ripe. Every three basic awards will make up an upper award. Three recognitions will be given an award. MDCWP & R Second-class Performance Award and above should be approved by the Council and the below approved by branch affaris offices should report to the Councl in record. In principle, one individual can only win a single award below MDCWP & R Second-class Performance Award within three months, except ones who made extraordinary contributions. More than once within three months should be reported to Chairman for approval. The Council’s highest honor is Daniel Award, which shall be issued with strict conditions no more than five in a year. Normally the awarded should be winners of MDCWP & R First Feat. The award shall be made of bronze and gold with weight of not less than 518 grams. MDCWP & R Commendation above shall be gold medal awards.
15. MDCWP & R encourages members to do their own investment in the selected regions, and offers potential energy technology to establish a company or group. The Council takes technology shares not less than 50%. The specific situations may be further discussed.
16. MDCWP & R encourages members to establish potential energy research institutions when conditions permit, and attracts more talented personnel to join research institutions so as to provide training and project guidance. The intellectual property rights of research institutions are attributed to the Council, except their own technologies. Researchers can occupy a certain share according to the prior agreement.
17. MDCWP & R shall eclectically select qualified staff from branch affairs offices. Once the directors of branch affairs offices and above are appointed, they have the right to demise, hereditary, or recommend new. MDCWP & R’s positions are long-term, stable, honored and serious, not arbitrarily added or eliminated.
18. The integration of resources is an important business of MDCWP & R besides potential energy development. MDCWP & R welcomes all quality resources, human resources, especially energy-related resources.
19. MDCWP & R’s patent applications per year (2011) will not be less than 100, and the potential energy concerned not less than 30. The Council encourages and helps members to apply a variety of patents. Members whose positions are above Affairs Directors should apply at least one patent per year. MDCWP & R shall apply the patents of more than 300 in the next three years, and the success rate should be 20 percent. The institutional construction focused on the core of technology is a long-term strategy and the only way to make the Council go from strength to strength in a sustainable way.
20. Chairman is a major force and an important actor in R & D of potential energy. Chairman may select members with virtues and competence to cover for his position in order to focus more on research and development. The assignee authorized by Chairman will work under the identity of MDCWP & R’s Director General or Chairman. Term of office is one year and the assignee may serce for another.
21. MDCWP & R advocates for humanism, affection-oriented. Members should get along like brothers and sisters; as to individual family’s major issues, members should give care and help each other in accordance with uniform standards. Protocol Affairs Office will develop rules in order to make members more close in harmony when conditions permit.
 
Chapter Eight   Termination of Procedures
 
1. MDCWP & R may restructure or terminate activities according to resolutions adopted by the Annual General Conference.
2. The termination may also go according to the procedures regulated under current law and court ruling.
    3. The assets after the termination of activities have to be disposed of by Director General and Secretary General pursuant to the articles of III (3) of Chapter Four.
    4. The documents of restructuring or termination of activities should be submitted to relevant departments or Director General and Secretary General in the records.
 
Supplement
 
The Council units and individuals join and exit based on voluntary principles, and members who donot continue the payment of dues in three months after the expiration are treated as exiting voluntarily. MDCWP & R has the authority of interpretation of the by-laws, which shall take effect from the day of December 26, 2010. Director General of MDCWP & R has he final interpretation.

Annex 2: Current Research Objectives and Introduction to “Short-range Direct Pressure and Flash-speed Generating Device”:
A. The current main developing objectives of MDCWP & R are as follows:
1. Developing “Short-range Direct Pressure and Flash-speed Generating Device” to replace the solar and wind power;
2. Developing “Magnetic Generators and Magnetic Locomotive” to replace the current fuel consumption of vehicles; there are 15 different methods;
3. Developing the potential energy machine of “Water Flowing Upwards” to provide new ways to irrigation; there are three different methods;
4. Developing “Potential Energy Motor Ship” to lead the revolution of ship motors; there are six different methods;
5. Developing “Elastic Potential Energy Machines” to realize the energy industrial revolution; there are three different methods.
B.An Introduction to “Short-range Direct Pressure and Flash-speed Generating Device”:
The horizontal movements of pedestrians, vehicles or other moving objects, on the move, the contact surface (such as ground) pressures generated can be quickly stored by this invention device and these short-range direct pressures will be converted into electricity through the device , so a new way to the conversion of energy is found.
As we all know, no matter when and where the earth we live in provides us and all nature an inexhaustible supply of gravitational potential energy, this is why we are able to survive on the earth. As captain of the universal energy, it pulls not only us firmly on the earth, but always pulls water, air and all. This feature has long been aware to humans, but its cause has no one to say clearly and the scientific community deems that the gravity comes from the dark matter (or antimatter). CCTV-1 reported on December 12, 2010 that China built a dark matter laboratory in the underground of 2, 400 Meters in Mianping, Sichuan. The present invention just makes use of many attributes of gravitational potential energy to design and develop the short-range direct pressure and flash-speed generating device. Once the invention shall be of industrialization in the market, human beings will bid farewell to the current way of energy and an unprecedented industrial revolution comes.

Description of the cost of electricity: Take the wind for example, an ordinary wind power equipment, running a day in force four wind, can usually generate capacity of 500W (0.5 kwh); if the price counts 0.6 yuan / kWh, the value per day achieves 0.3 yuan, so a 15-year total value of 1642 yuan can be achieved, and it have to be maintained once every three months, yet the current market price is 15, 000 yuan each. Therefore, all the economic news from both at home and abroad clearly identified that the whole industry of wind energy companies loses, and relies on the government subsidies completely. Try to imagine a person or 150 pounds of heavy objects, putting in the force four wind to blow one day, can hardly be moved a little, but the device of this invention can fastly store the pressure on surface when persons or objects move in parallel, and the pressure will be much more than the energy generated by wind power only in a few seconds with a time, usually no more than five seconds. Let’s take a calculation: if the one-step pressure of a pedestrian is equivalent to one-tenth of the wind energy, 86, 400 seconds per day generating power is equal to that of 1, 728 wind power devices mentioned above. If to generate with 48 individuals, five hours each person, each step for 5 seconds, the generating electricity is equivalent to that of more than 17, 280 sets of the wind power devices. To purchase 17, 280 wind power devices need 250 million yuan if each costs 15, 000 yuan. The R & D cost of “Short-range direct pressure and flash-speed generating device” will not exceed 30 million yuan. If the devices go into the large-scale industrial production, the cost of each device will not exceed 50, 000 yuan. 50 devices cost only 2.5 million. The investment cost bringing about the same effect is equivalent to one percent of wind power.
The most important thing for the invention is far from the limitation to lightweight power generation of human bodies, and tons of heavy objects for direct pressure power generation can be set up, such as large vehicles or gravity block. The electricity cost will be reduced extremely low. The invention consists of sub-rating and adjusting to enlarge in two different ways.
